Managing Component EOL and Obsolescence Across Long-Lifecycle Defence Programs

European defence OEMs produce hardware designed to last decades, but the core electronic components in them degrade and need to be replaced. Obsolescence is a structural problem and not an occasional disruption or inconvenience. In our experience, most of the available guidance (on managing obsolescence) is very US-centric, so we wanted to provide some guidance on managing it from a European procurement perspective.

What DMSMS means for European OEMs

Diminishing Manufacturing Sources and Material Shortages (DMSMS) is defined as the actual or potential loss of manufacturers and suppliers vital for sustaining a programme’s production cycle. While this specific framework has its roots in US DoD policy, the structural challenge it describes is universal. European OEMs operating within NATO STANAG and DEF STAN frameworks are subject to identical obligations regarding supply continuity; these requirements remain steadfast even when a component reaches its End of Life (EOL). Why long-lifecycle programmes need a programme-level obsolescence strategy

As any aerospace or defence OEM will know, there is a huge difference between reacting to an EOL notice and managing obsolescence as a planned program. Using EOL notices as a procurement strategy comes with inherent risks, including, but not limited to, issues like unplanned redesigns, qualification burdens and, of course, emergency sourcing from unvetted suppliers.  An Obsolescence Plan (OMP) should be embedded into a program.

The components of an effective Obsolescence Management Plan

In our opinion, an effective OMP should cover a Bill of Materials (BOM) lifestyle monitoring, EOL triggering points and, of course, LTB criteria and the authorisation processes lying there within. Other factors to consider would be what the long-term storage strategy is (how secure and safe the storage environment is, for instance), form-fit-function replacement requirements, and the reengineering thresholds. In parallel, you would also need to consider the escalation routes and decision framework as part of this process. LTB is simply one tool of an obsolescence plan and not a substitute for one.

Where last-time-buy fits and where it doesn’t

LTB, for all OEMs, is generally a contingency. It provides short-term continuity, but the risks associated with it are manifold. From a P&L perspective, if volumes are misjudged, it carries significant business exposure. LTB can often be a distress purchase, and this carries all of the inherent risks associated with buying from an unvetted buyer, such as the provenance of the components involved and the safety risks associated with them.

A last-time-buy makes sense when you have reliable demand data, a component with no viable replacement, and the ability to store it safely, but when demand is uncertain, shelf life is a concern, or a qualified alternative exists, the better options are typically a form-fit-function replacement, an adapter/interposer solution, or working with a specialist distributor to source verified stock on a managed basis rather than committing to a large upfront buy.
